Irene Smart did not begin or end her political career with service to the state legislature. She had previously served thirteen years as a Canton City Council member. This service was followed by three consecutive terms in the Ohio House of Representatives, serving Stark County.

Smart's career in the Ohio House of Representatives included service on the following committees:

-Agriculture,

-Commerce and Labor,

-Insurance, Utilities, and Financial lnstitutions,

-Interstate Cooperation, and

-Judiciary Committee.

In 1977, she left the General Assembly to become the first woman municipal court judge in Stark County. She graduated from Wittenburg University, Harvard University, and the William McKinley School of Law. Her organizational involvement included: the Stark County Democratic Central Committee, the Democratic Woman's Club, the United Cerebral Palsy Association, the League of Women Voters, Delta Zeta Sorority, the Ohio and Stark County bar associations, the Order of the Eastern Star, the Organization of Women Legislators, and the Sierra Club. She also served as Director of Womenspace of Cleveland.
